The Ministry of Defence (MoD) on September 07, 2026, issued the Draft Morar Cantonment Building Bye-laws, 2026.
The following has been stated:
• The draft will apply within Morar Cantonment and is proposed to come into force upon final publication in the Official Gazette. The Bye-Laws establish procedures for building-plan approval, construction, reconstruction, additions and alterations, with applications to be submitted online through the e-Chhawani portal. They prescribe eligibility, required documents, application/development charges, scrutiny and revalidation of building sanctions, and provisions for revocation and regularisation of unauthorised construction.
• Morar Cantonment is classified as Zone-I, with permissible FSI of 1.25 and ground coverage of 60% for plots of 50–100 sq. m., 50% for plots above 100–200 sq. m., and 40% for plots above 200 sq. m.; the maximum building height is 12.5 metres and permissible construction is G+2 or Stilt+3 where the stilt is used for parking.
• The draft also lays down setback, parking, structural safety, fire-safety, sanitation, drainage and environmental requirements. Parking for new building-plan applications is to follow National Building Code norms. Rainwater harvesting is mandatory for plots of 100 sq. m. and above, while rooftop rainwater harvesting is required for specified residential, institutional, educational, hotel, industrial and commercial buildings. Rooftop solar and rainwater-harvesting installations are also linked with development-charge incentives/refunds.
• Objections or suggestions are invited till October 18, 2026.
